The conquest of housing : The reterritorialization of housing policies in Spain since 2008 : from regional and local public action to inhabitant territorial reappropriation
La conquête du logement : La reterritorialisation des politiques de logement en Espagne depuis 2008 : de l'action publique régionale et locale à la réappropriation territoriale habitante

The 2008 crisis has highlighted the limits of the Spanish housing model, which was characterized by a strong predominance of private property and the absence of social rental stock. In this context, this social and political geography dissertation analyzes the process of reterritorialization of housing policies in Spain in order to understand the current reconfiguration of housing actors at the regional and local levels. By precisely analyzing the synergies, agreements, conflicts and tensions between public, private, associative and local actors, this dissertation emphasizes the plurality of these policies. Although they are inspired by northern European countries, these policies are, above all, the result of agreements negotiated locally between the different political and social forces involved. Following the specificity of the Spanish territorial organization, this dissertation proposes a cross-analyses of four regions (Catalonia, Andalusia, Community of Madrid and Euskadi), while giving a central place to the cities. The case of Barcelona receives particular attention because of its pioneering role in the integration of the inhabitant dynamics to the fabric of the city, in particular by the development of the housing cooperatives. This study also discusses the geopolitics of housing and its role in the territorial reconfigurations at work in Spain (regionalism, independence, etc.). Finally, this dissertation analyzes the inhabitants’ initiatives of collective re-appropriation of housing and territory, public-activist actions based on the concept of the common, as well as municipalist and communalist strategies. It therefore intends to grasp the mutations in the relationship to space and territory of populations and politics on the theme of housing, at the regional and local levels.
La crise de 2008 a mis en évidence les limites du modèle immobilier espagnol caractérisé par une forte prédominance de la propriété privée et l’absence d’un parc social locatif. Dans ce contexte, cette thèse de géographie sociale et politique analyse le processus de reterritorialisation des politiques de logement en Espagne afin d’appréhender l’actuelle reconfiguration des acteurs de l’habitat aux niveaux régional et local. En analysant les synergies, les accords mais aussi les conflits et les tensions entre les acteurs publics, privés, associatifs et habitants, la thèse met l’accent sur la pluralité de ces politiques. Bien qu’elles s’inspirent des pays du nord de l’Europe, elles témoignent avant tout d’accords négociés localement entre les différentes forces politiques et sociales en présence. Suivant la spécificité de l’organisation territoriale espagnole, la thèse propose une analyse croisée de quatre régions (Catalogne, Andalousie, Communauté de Madrid et Euskadi), tout en donnant une place centrale aux villes et notamment au cas barcelonais, pionnier dans l’intégration des dynamiques habitantes à la fabrique de la ville, notamment par le développement des coopératives d’habitation. Ce travail aborde aussi la géopolitique du logement et son rôle dans les reconfigurations territoriales à l’œuvre en Espagne (régionalisme, indépendantisme, etc.). Enfin, cette thèse analyse les initiatives habitantes de réappropriation collective du logement et du territoire, les actions publiques-militantes basées sur le concept de commun ainsi que les stratégies municipalistes et communalistes. Elle entend donc saisir les mutations du rapport à l’espace et au territoire des populations et du politique sur le thème de l’habitat, aux échelles régionale et locale.
